Future leagues discussion (themed? team values?)

Rav & I were having a discussion about this last night so I thought I would open it up here.
Summary : Raveen is intrigued by the idea for a themed league, but has concerns about timing.
Detail : A themed league is one where every team has to stick to extra rules. The two examples mentioned were an all-stunty league, or a random-skills league (eg when you level up, choose 6 skills and roll a D6 to decide which one you get). I think these sorts of things could be fun.
However, should this take the place of our regular league? Maybe, if enough people thought it a good idea. Or maybe not, as our league has on the whole been good fun. Another option is that this could run alongside our normal league - it could be a midweek league, for those who think they can usually play a game in midweek.

On a separate note we also chatted about league composition. The wood elves have been fun but they have a zillion skills. Rav's general aim is that people don't always play the same team, that we have some variety and that new teams have a chance - because, let's face it, even with inducements it's going to be very tricky for a 1000 TV team to beat my 2000 TV wood elves. And honestly, I'd rather my elves played higher-valued teams rather than 1000 TV teams, it makes it more interesting.
So.... I feel that people should be able to play new teams and not get crushed all the time... but that we should be able to bring back veteran teams. There's a bit of a contradiction there, but I feel it's worked OK thus far, we have quite a decent range of team values this year.
Also, notjarvis mentioned he didn't feel like bringing his Chaos back as he thought they were too good/skilled already. They really aren't worth that much compared to my wood elves... so this makes me think there is at least some variety of opinion out there.
Possible actions....
a) do nothing, it's fine as it is, let people do what they want
b) some seasons, have a "vet teams only" rule so there are no freshers and the range of TV's isn't so great (exceptions granted for new managers, and/or new players could play some training games first)
c) some seasons, have a max TV rule, or maybe a max seasons rule (eg allow new teams or teams who have played only 1 season).
d) something else
I think this is worth discussing now whereas it probably wasn't in the past, now we have more and more experienced teams in the mix (lots of teams are worth 1500 + now).
