Here are a few things I've noticed. This comes from one who never plays as an infiltrator, and has gotten head-shot way too many times. (grumble grumble...)
a) Infiltrators are never truly invisible. You can see a Predator style blur in the air when one moves in your field of vision. This is especially helpful indoors.
b) Their shields flash into visibility when you hit them, even when they are cloaked. If you suspect there is one in the room, and you are heavy assault with a fully loaded 100 round mag, just spray the room from side to side. If you peg the sneaky bastitch, then the flashing shield should let you hammer in enough rounds to send him/her back to the cloning vats.
c) If you get the night scope, you'll find out that infiltrators are only cloaked from visible light (no idea if there's a cert for this). They show up as a nice outline with the night scope, and you can shoot them easily. It's very satisfying.
